The Current State of Cyber Intelligence Project addresses industry concepts and misconceptions to properly identify intelligence as key concept and clearly define what Intelligence is and what it is not.
Intelligence is most often seen as offensive in nature when viewed from the lens of spying and collection operations but its ultimate purpose is equally rooted in defense. In either case Intelligence is a strategic enabler.
The project will identify historic roots of intelligence as well as the current conception of what cyber intelligence is; its perception, and develop a common definition of ‘cyber intelligence’.
Understanding cyber intelligence is to realize that intelligence operations existed long before cyberspace was conceived. Intelligence operations as well as cyber techniques, and procedures (TTPs) have advanced with technology, but baseline principals remain constant. A core piece for this project is to couple the lose terminology of ‘cyber’ to adhere to real world, actionable intelligence processes and outcomes.
This project will deliver a realistic context on intelligence, its relationship to cyberspace, and fundamentally provide the context that organizations need to know, the adversary’s intent, in order to make better strategic choices on defence and more aptly prepare for an attack. The project deliverable is to serve as a foundation for a true and traditional understanding of intelligence. It will provide linkage for cyber and intelligence to its fundamental elements as it explores the specific discipline of cyber intelligence more in depth.
