The CSCSS International Cyber Law and Policy (C/ICLP) Group promotes best practice exchanges between nations and experts to enhance collective knowledge and awareness of current trends in the ever evolving and challenging landscape of the rule of law a propos States, cyberspace, jurisdiction and control and its associated relationship to International Law of Cyber Operations.
A Global Perspective- The C/ICLP Group and its programmes represent CSCSS’ comprehensive vision on how best to respond to cyber incidents by working with the private sector, academic groups, and nations on international norms of behavior in cyberspace. From the initial meeting, we listen first and then assemble a handpicked team from across CSCSS. We jointly develop tailored solutions to address the requirements. Approach
The International Cyber Law and Policy Group considers various applications of cyber-attacks from an integrated perspective that ties together technology, policy, legal, and ethical issues. Our advisors examine current international and domestic legal structures to see how they might apply to cyber-attack and consider analogies to other domains of conflict to develop relevant insights. Of special interest to the military, intelligence, law enforcement, and homeland security communities, the C/ICLP approach is also an essential point of departure for nongovernmental researchers interested in policy for norms of behavior for cyber conflict.
Solution
C/ICLP advocates the development of cybercrime legislation that is globally applicable and interoperable with existing national and regional legislative measures and partners with legal practitioners, policymakers and technical experts to develop a practical instrument that countries can use to develop a cybersecurity legal framework and related laws, and also to provide a normative framework for use by the private sector when contemplating the use of active cyber defense.
The C/ICLP Group provides a framework within which an international response to the growing challenges to the cybersecurity can be coordinated and addressed. The Group offers a unique forum where the public-private sector participates in the development and promulgation of a comprehensive array of plans and protocols to create a secure cyber infrastructure by using technical standards, capacity building, and legal measures. C/ICLP provides a setting where governments and private sector stakeholders can compare policy and programme experiences, seek answers to common problems, and identify good practice and work to coordinate domestic and international cyber law policies.
