Cyberspace - National Cyberspace Cyber Security Initiatives (NCCSI)
The cyberspace threat landscape is changing fast and information is the business in today’s global digital economy. This means we must understand how to enable security as part of the constantly changing business process, and be diligent in our efforts to implement effective, ongoing security strategy and risk management programs. While a digital world offers opportunities for innovative business paradigms, it also brings dynamic vulnerabilities and security threats.
CSCSS advocates that national cyber security initiatives must focus their influence internationally on the collective and multinational aspects of cyberspace, cyber security, and national cyber security. NCCSI will require coordinated and collaborative international partnerships with government, academia, and the public-private sector, as well as multinational-interagency (5i) cooperation. Initiatives must focus on information sharing, tools, research, development, and resources.
Collective defence requires a deeper cooperation among partners that goes beyond cyber space itself. CSCSS will promote NCCSI focused on an international strategy for cyber space that requires formal and informal engagement efforts to improve cyber security, and that ultimately promotes collective national security, stability, and deterrence. Forward-looking national cyber security initiatives are vital to the stability of the global digital economy.
Collectively we must:
- Examine cyber-capability requirements to prepare for, protect from, and respond to cyber attacks and their potential effects and impact
- Exercise strategic decision-making and interagency coordination of incident response(s) in accordance with strategic and national level security policies, procedures, and reaction
- Conduct research into how we authenticate information and communications sharing relationships and the impact of increased public-private collaboration and cooperation
- Examine the frameworks for collecting and disseminating cyber incident situational awareness, response, and recovery information
- Examine and validate the means, processes, and policies related to the sharing of sensitive information across boundaries and sectors, without compromising collective national security interests
At a national security level, CSCSS endorsed NCCSI will focus on collective cyber defence capabilities in an ever-evolving cyberspace threat landscape through sponsored CDX (Cyber Defence Exercises). In our view, from a national security perspective, NCCSI must encompass international engagement and economic activities. Intelligence gathering and the development of defensive and offensive cyber capabilities/operations must also be included in any comprehensive national cyber security initiative and strategy. That is our focus.
CSCSS will endorse cyber initiatives and incorporate cross-industry collaboration to ensure agencies interoperate domestically and with international partners on global cyber challenges, and weave cyber security into the fabric of international efforts.
